I'm not sure if this is normal. Also when running a game in Windowed mode it seems to run a lot smoother??? For Windows 10 version , it includes security updates to Windows kernel-mode drivers, Microsoft Graphics Component. I suppose that it could cause the compatibility with your video driver.
You have tried different driver version. Check the official website of the manufacturer to reinstall the driver. If the issue still insists, I suggest that you could roll back to temporarily. Considering the Update is released recently, Windows 10 version will be more stable. Meanwhile, you could try the built-in "Feedback" tool to submit the issue on your side.

I have the exact same problem as the poster of this thread, almost the exact same computer setup with a different mobo. I all ready rolled back to , which does fix the problems.
Before I rolled back I had everything up to date driver wise and a fairly clean Windows install as well. Interestingly it only really effects games that aren't heavy graphically. In my case both Terraria and Hearthstone would experience slowdowns or stutters with the frame rate in play. In the case of Hearthstone it's bad enough that it makes me feel like I'm playing on my five year old phone rather then my desktop.
From what I heard from a friend that works at Nvidia When the, "Windows kernel-mode drivers, Microsoft Graphics Component" Was updated it was done in such a way by Microsoft that Nvidia told them not to or it would cause problems. I guess for the time being those of us with this setup are stuck on the older version till they work it out.
I was having the same problem while playing some games, for example "Hero of Storm". I'm having a similar issue and pretty much the same exact specs except with a different motherboard and Windows 10 Home. We use our computer for live streaming gameplay to YouTube. I have a very extensive setup which includes having quite a few things open including Cubase 9, OBS, Stream Labels, FussBot, Discord, and whichever game we are playing.
Despite being a pretty extensive setup we've never had an issue in the past running this setup and suddenly yesterday when I decided to run Windows update not even knowing it was a big update until starting it and realizing it was taking forever we aren't able to stream without the entire computer stuttering, freezing, locking up, apps randomly crashing, etc.
The sad thing is we found that out today during a stream playing the least resource intensive game in history We don't really have the stuttering during general use but we've noticed the computer as a whole does seem to be running a little strangely compared to usual. Also, it would be nice if I could "go back to the previous version of Windows 10" but when I click "Get started" it immediately says "We're sorry, but you can't go back" which for the record I find it a little weird that the statement in that prompt has a comma in the middle but no period at the end to complete the sentence.
Regardless, why can't I go back? This is my livelihood here, I need to be able to stream smoothly and not anger our viewers because the game and stream is lagging and freezing ever couple minutes and then occasionally getting so bad that we have to end the stream to restart the computer and come back! It's ridiculous! I wonder if it is a coincidence or not that we all have very similar specs, or is this just an extremely popular build?
And creating a bootable windows 10 iso The challenge of course is to not have the upgrades until you are ready and this can be much better accomplished with Windows professional.
